Surfing/Windsurfing 4-Wheel Drive Access Permit allows 4x4 vehicles on designated beachfront areas, during daylight hours, for SURFING OR WINDSURFING. Permittee must be 18 years or older and have a valid motor vehicle registration and driver license.
